Luis Duluc, who owned rehabilitation facilities in Venice, Lake Wales and other locations, pleaded guilty to charges stemming from leading a $28.3 million Medicare fraud scheme.
He was charged with conspiracy to commit health care fraud and making a false statement relating to health care matters, according to a statement from the U.S. Department of Justice.
